I'm more given to assume the prescence of banished riders and terrorwebs in TopK is out of straight developer recycling rather than evidence of a three-part alliance. Not enough to prove it, at the moment.

Ah, but what exactly are they fighting over? Or should I say who?
On three-way alliances - they could well happen, or they may not even be necassary. We don't really know who the Terrorwebs serve from what I can see (although I haven't done any FoW/UW, so I might have missed some evidence that people who have have seen) although they do appear to have some connection to Dhuum - so they could either be former servants of Dhuum or servants of Menzies and/or the power behind the TOPK/Shing Jea invasion seeking to return Dhuum to the underworld - after all, the evil gods (or godlike beings) may know well that the more of them they are, the harder things will be for 'our' gods.
Essentially, there's two ways of looking at it. The inhabitants of the Tombs can be a mixing from various sources (they could be an alliance, or the Terrorwebs and so on may be there because the individuals present defected from their regular fellows to join the power behind the Grasps), or it could be that the inhabitants of the Tombs are all marching under the same proverbial banner, but on attacking the Fissure and the Underworld their commander split his (assuming it is Menzies) forces to hide that they are part of a coordinated effort.

If you clear later parts of UW there's a quest to destroy the vengeful Terrorweb Queen, who's brood you've been slaughtering. I consider them another faction-species, such as the grawls (only more powerful and with greater magical capabilities).
In any case, there's plenty of evidence Dhumm is destroyed by Grenth (testament of the Reaper, but the victors write history...), only several of Dhumm's surviving horsemen try to move back in.
My theory? The whole topk thing is just a mob. The banished horsemen want life back, so they're trying to invade a new plane to exist in after they were soundly whipped by Grenth and his Reapers, only remaining as banished spirits on the Chaos Plane. The Brood lost it's hold on the Underworld and is after new prey, after the Queen in charge of the UW assault was farmed. The grasps are forces of Menzies. They're all working together, but I think it's more of a 'hey, we all want to pillage the planes, lets gang up' rather than Menzies commanding them himself.

When Whing Jea was attacked, one of the NPC's (A Zaishen) mentioned that the Darkness (grasps, etc.) came from Elona. Nightfall, anyone?
And the rumored storyline for Nightfall that was briefly published on a site but taken down afterwards talked about a corrupt leader who unleashed the power of an "outcast god."
Menzies in Nightfall? Or another god who controls the Darkness?
